Goals

Across Oregon, Reengagement Programs reach, engage, and serve youth ages 14-24 who have unenrolled or fully disengaged from school in order to support their earning a high school diploma or its equivalent.  Reengaged youth face multiple challenges to high school completion and may experience significant life challenges and/or trauma.  Reengagement Programs are designed to serve the complex individual needs of Eligible Youth, especially youth who have spent considerable time out of education prior to Reengagement.  Reengagement Programs build trust and strengthen partnerships with other Reengagement System Partners in order to provide the youth access to educational and workforce services and opportunities.   

Successful Applicants will become participants in the Oregon Statewide Youth Reengagement System being built in Oregon. The overarching goals of the Reengagement System are as follows: 

  • Reconnection to education: Reengaging youth who leave school before earning a diploma or its equivalent such as a GED test credential, through targeted outreach to Eligible Youth, reconnection with Educational Services programming, and supports to aid retention. 

  • High school completion: Delivery of specialized education, training, and/or support   services that lead to high school graduation and high school equivalency completion for reengaged youth, in order to increase the number of graduates and completers. 

  • Career pathways and post-secondary education and training: Providing innovative, trauma-informed, cross-sector programming that meets reengaged youth where they are; providing education, training, coaching, and supports that meet each reengaged youth’s individual needs; and supporting the identification and achievement of their educational and career goals, including access to post-secondary education and training for reengaged youth. 

  • Collaboration networks: Building collaboration and connections between schools and educational agencies, non-profits, community-based organizations, social service agencies, local government, and other youth-serving entities in order to reduce disconnection and create opportunities and positive outcomes for youth. 

Throughout Oregon, the number and needs of youth in each county and region will vary, as will the community resources serving these youth. Agency will award grants based on the evaluation criteria detailed in this RFA and will also use an approach that will achieve geographic distribution of Grants to eligible entities across the State. 

Eligible Youth Requirements

Applicant must implement a Reengagement Program to Eligible Youth.  “Eligible Youth” is a person who meets at least 1 of the following criteria:   

  • (Criterion A) Youth aged 14-24 who are not currently enrolled in high school, and have not earned a high school diploma or high school equivalency credential such as a GED credential;  

  • (Criterion B) Youth aged 14-21 who are defined as a dropout under ORS 339.505, and not exempt from attending public school under ORS 339.030, and have not earned a high school diploma or high school equivalency credential such as a GED credential;  

  • (Criterion C) Youth aged 14-24 who are recommended by the Oregon Youth Authority, the Oregon Department of Human Services, Juvenile Court Judges, County Juvenile Departments, the Housing and Community Services Department, a community college, a federally recognized Tribe, a School District, or an Education Service District, and have not earned a high school diploma or high school equivalency credential such as a GED credential; 

  • (Criterion D) Youth aged 16-21 who are enrolled in a high school, initially enrolled in high school one or more years prior, and have not earned a high school diploma or high school equivalency credential such as a GED credential; and   

  • (1) have earned 3 or more credits fewer than the expected number of credits to be earned based on the duration of enrollment, and  

  • (2) have had irregular attendance or been removed from active enrollment in a school program due to absences.  

Grant Amount and Duration

Funding Level Criteria for $120,000-$300,000 

YDD Returning Grantees may apply for $120,000-$300,000 if, at the time of the Application, the Applicant has an Operational Project previously funded by Agency for this RFA type that delivers services and activities which meet the RFA requirements. The proposed Project must be serving youth and reporting Individual-level Participant Data within six months of the execution of the Grant Agreement. . (See Attachment F for required data elements. For a list of Returning Grantees applicable to this RFA, see Attachment I  YDD 2021-2025 Returning Grantees (Reengagement).  List in Attachment I. 

Funding Level Criteria for $120,000-$200,000  

Applicants not listed in Attachment I may apply for $120,000 - $200,000 if, at the time of the Application, the Applicant has an Operational Project that delivers services and activities which meet the RFA requirementsThe proposed Project must be serving youth and reporting Individual-level Participant Data within six months of the execution of the Grant AgreementSee Attachment F for required data elements.   

Funding Level Criteria for $100,000-$150,000 

Applicants may apply for $100,000-150,000 if the proposed Project delivers services and activities which meet the RFA requirements and is a New Project (as defined in Section 2.2 Definition of Terms).  The proposed Project must be operational and demonstrate progress within six months of the execution of the Grant Agreement. Individual-level Participant Data reporting is required and must begin within 12 months of Grant execution. See Attachment F for required data elements.
